So I ran a 32MB video card, first at X2, and then at X4, using Madonion's 3DWinMark, and compared results. The 'overall' figure changed from 5547, to 5602 (<1%!). On most of the test there was no difference at all. The biggest change was on the 64MB texture memory test, where there was a 2% improvement.

It's not a 'hack'. It's a valid design choice. Is it a 'hack' to use wider busses? To use faster busses? To put 32mb of memory on a video card? That's Intel's fault, of course - their processors should be able to get data from memory before it's accessed by reading the programmer's mind and prefetching.
